District of Columbia Local Emergency Planning Council

The District of Columbia Local Emergency Planning Council, Inc. (LEPC) was established to monitor and inform the public about the use of hazardous chemicals in the District. The LEPC is a community-based committee composed of emergency planning specialists, higher education institutions, environmental watchdog organizations, business leaders, trade and professional associations in the chemical industry, representatives from the media, utility companies, District agencies and Federal government agencies. The LEPC was created pursuant to the "Emergency Planning and Community Right-to-Know Act", Title III of the Superfund Amendments and Reauthorization ACT (SARA) of 1986.

LEPC Functions

The LEPC coordinates training, education, technical assistance and outreach activities related to hazardous chemical use. The LEPC reviews District emergency plans with a hazardous materials component and establishes procedures and a system for receiving and reporting on emergency release information and inventories from SARA covered facilities. The Council processes requests for information on hazardous chemicals and strives to increase District hazardous chemical emergency response capabilities.
